Learn about Condor Compiler Optimizations

~~TASK:Garrett Koller?!!!~~ Why can't -O2 and -O3 be used as parameters for the condor_compile command for C++ (and C?) code? Dr. Cook needs this since the optimization arguments help his code go a lot faster.
